CCG Conducts Operation “Flashing Sword 2021”

A few days ago, China Coast Guard (CCG), the Ministry of Agriculture and Rural Affairs and the Ministry of Public Security jointly issued Operation FLashing Sword 2021 for marine summer fishing moratorium and made arrangements for the coast guard organizations at all the levels, the local fishery administration law enforcement agencies and the local public security organs to strengthen the summer fishing moratorium law enforcement and supervision, comprehensively maintain the summer fishing moratorium order and protect the marine fishery resources in the period from May 1 to September 16.

The summer fishing moratorium period of the Bohai Sea, the Yellow Sea, the East China Sea and the part of the South China Sea north of 12 degrees northern latitude starts on May 1. The marine summer fishing moratorium is an important measure that China has adopted to strengthen marine fishery resources protection and promote marine ecological civilization construction. This operation will continue to firmly implement the summer fishing moratorium management system, strictly manage the difficult links such as supervision of fishing vessels moored to docks, management and control of key areas, removing fishing vessels with no vessel names or numbers, no vessel inspection certificates or no fishing permits and foreign affairs-related fishery remediation, adhere to combining the prevention from the source with the cracking down and remediation, comprehensively apply multiple means such as managing vessels based on their docks, patrol within docks, maritime cruise and technological monitoring, strengthen the management of fishing vessels moored to docks, enhance the publicity and education for fishers, strengthen the maritime normal patrol and inspection, and timely launch special operations to comprehensively find and remove maritime safety hazards. CCG will closely cooperate with relevant departments, enhance the joint services and joint actions, establish and improve a mechanism for information notification, information sharing, situation discussion and law enforcement cooperation, deeply check and explore information clues, more vigorously investigate various cases, rigorously crack down on illegal fishing-related activities, and develop a situation in which all illegal fishing activities are severely cracked down on.

During the operation, CCG, the Ministry of Agriculture and Rural Affairs and the Ministry of Public Security will jointly direct the coast guard organizations at all the levels, the local fishery administration law enforcement organs and the local public security organs to carry out various publicity and education activities on the relevant laws, regulations, summer fishing moratorium policies, fire prevention, wind damage prevention and thievery prevention, and timely expose typical cases and important cases.
