Joining Hands with Three Ministries, CCG Conduct Operation “Blue Sea 2021”

Joining hands with the Ministry of Ecology and Environment, the Ministry of Transport and the National Forestry and Grassland Administration, China Coast Guard (CCG) launched a 7-month project — Operation “Blue Sea 2021” on April 20, aiming to protect the marine ecological environment. It marked the start of the normalized implementation and institutionalized promotion stage of the special operation for marine ecological environment protection.

Since CCG conducted the project of Operation “Blue Sea” for the first time in 2020 together with reAlevant ministries and commissions, the supervision and inspection in all the fields of marine ecological environment protection have been comprehensively strengthened, the prominent problems of marine pollution and ecological damage have been solved and some obvious achievements have been made. To further consolidate the operation results, closely cooperate with each other in the law enforcement and create an influential brand operation, the four departments have decided to continue to conduct the project of Operation “Blue Sea 2021”. Focusing on the important decisions and deployment of the CPC Central Committee and the State Council and closely following the requirements of the key missions of the 14th Five-Year Plan period, Operation “Blue Sea 2021” has clearly determined the eight key tasks of the key fields: the marine (coastal) construction project, the islands, the typical marine ecological system, the marine sand exploitation and transport, the marine waste dump, the marine wildlife protection, the marine oil exploitation and development, and the land waste to be discharged into sea. The supervision and inspection have been further strengthened and the criminal activities have been severely cracked down on by comprehensively strengthening the normalized supervision of the important regions, severely cracking down on the criminal activities in the key fields, strictly preventing the ecological environment risks at the key links and taking some other measures.

During this operation, CCG will join hands with the Ministry of Ecology and Environment, the Ministry of Transport and the National Forestry and Grassland Administration to form a joint workgroup and the workgroup will timely carry out some special supervision and inspection. Each branch of CCG will join hands with some sea area agencies of the Ministry of Ecology and Environment and some maritime affairs organizations directly under the Ministry of Transport and jointly carry out specific supervision and inspection regularly. To expand the social influence of the operation and positively guide the public opinion, all relevant departments will strengthen the publicity of the operation, expose typical and important cases and further enhance the warning effect on criminals by relying on their own press release platforms and adopting multiple publicity forms.
